Draft Minutes of a Zoom Meeting of Swayfield PC 9th March 2021 at 7pm

  1. Open Forum There were no members of the public in attendance. Cllr Bob Adams (LCC) was present for the first five items.

2.0 Apologies for absence Cllr Robins and Cllr Green had sent their apologies.

3.0 Declarations of interest in accordance with the 2011 Local Government Act. Cllr Frere Cook expressed an interest in item 6 on the Agenda, therefore will not take part in the discussion.

4.0 To approve the draft minutes of the Zoom meeting: held on Tuesday 19th January 2021 and the Extraordinary Zoom Meeting held on Tuesday 9th February 2021 These were adopted unanimously.

5.0 Councillors' Reports

5.1 County and District Councillors’ Reports: Cllr Robins was unable to attend. Cllr Adams provided an interesting update of activity at LCC, including Staff working from home, opportunities to share Back Office Services with Holland District Council, Pothole repairs and the May 6th County, District and Police Commissioner Elections.

5.2 Recreation Ground: Cllr Frere Cook confirmed the David Noble Bench has been renovated and will be re-instated soon. An email had been received from a resident highlighting an increase in Dog Fouling in the play area. Cllr Holden suggested a notice be put on the Swayfield Community App. Cllr Roberts thanked the Chairman for repairs carried out on the broken swing. Concerns were raised regarding the broken goal post in the Recreation Ground. Cllr Frere-Cook confirmed it was not the Parish Council’s responsibility, however he will follow up with the owners.

5.3 Phone Kiosk: Cllr Johnson confirmed the Kiosk was tidy and well stocked, Cllr Geeson reported some newspapers had recently been stolen from the kiosk.

5.4 Highways, Footpaths, and Hedges: Cllr Holden raised concerns regarding a wall in Corby Road, he felt it needs urgent repairs to make it safe. Cllr Holden will contact the property owners.

Cllr Frere-Cook has been contacted by the property owner concerning work to Saigon Cottage which will require road closures - Anglian Water will advise when the work commences.

5.5 Defibrillator: Cllr Holden advised the unit is in full working order.

5.6 Dog waste/litter bins: The Councillors discussed placing either a Dog Waste or Litter bin by The Drift. The consensus was to place a dual-purpose bin at The Drift. Further investigation is required re location and land ownership. The proposal was accepted unanimously and the cost of some £600 was approved.

6.0 Pingle Lane: Cllr Metcalfe (Vice Chair) asked Cllr Holden to provide a general update. Cllr Holden advised that, 23 statements supporting the DMMO application have been received with a number still to follow - he felt he will be able to submit the Application by the end of this month. Some obstructions including a tree have been removed and work has been carried out to clear the ditch which should be beneficial in the future.

7.0 Financial Matters:

7.1 Financial Report: position at bank. The Clerk provided the accounts to date. (Copy at the end of the minutes).

7.2 To resolve to pay the following: Giles Percival –winter invoice £432.00. Prop. Cllr Metcalfe, sec. Cllr Holden.

7.3 Cheques to be signed: LALC Annual Renewal, £138.93. Clerks’ salary (due 31st March), £207.54. Prop. Cllr Metcalfe Sec. Cllr Holden. All financial matters were passed unanimously.

8.0 May Meeting: Discussion re Face-to-Face meetings. After discussion, the Councillors agreed that owing to the ongoing uncertainty regarding the pandemic, they will continue with ZOOM meetings taking further advice from LALC as and when it is available.  The Annual Parish Meeting will take place at 7.00 pm on May 4th, followed by the Annual Meeting of the Parish Council.  Both Meetings will be held using ZOOM, for which the dialling in details (which are listed below) will be widely promulgated.

9.0 Planning applications: None

10 Correspondence: None.

11.0 Items of Urgency for Discussion. Cllr Frere-Cook received a letter from a resident suggesting that the Parish holds a summer party on the Recreation Ground. After discussion, it was agreed the PC is not able to undertake any commitments at the present time.

Cllr Frere-Cook agreed to prepare the first draft of a PC Newsletter for distribution next month throughout the parish.

12.0 Date for the next meetings. The Annual Parish Meeting will take place on May 4th @ 7pm via ZOOM, followed by the Annual Meeting of the Parish Council. All parishioners are welcome to attend.
