Draft Minutes of Swayfield PC Meeting 27th September 2022 7.30pm

 

  1. Elect a Chairman for the meeting. Cllr Geeson offered her services as Chair. Prop Cllr Holden & Sec Cllr Green. Cllr Geeson asked we all stand in silence for a few moments in memory and respect of Queen Elizabeth 11.
  2. Public Forum (15 minutes maximum) Two parishioners attended the Public Forum. One questioned the re wording of the Chairmans May report, (refer to 12th July minutes (9.0 Correspondence). The word “Confirm” being the issue. Cllr Geeson suggested if it was felt necessary, this may be added to the agenda of a future meeting. Cllr Holden advised the DMMO application was being processed but would be some time before it was completed.

Another resident questioned the credibility of the Parish Council, why the Parish Council did not have a permanent Chairman and in the Chairs absence should the Deputy Chair not Chair the meeting, also, why more detail was not provided on the agendas, in relation to Planning and Correspondence.

  1. Apologies for Absence. Cllr Metcalfe, Cllr Johnson. Cllr Roberts was not in attendance.
  1. To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  1. Draft Minutes of the Parish Council meeting held on Tuesday 12th July 2022 to be approved as the Minutes. The Minutes were approved unanimously.
    1. Matters Arising. The Clerk advised, LALC confirmed a retrospective Grant application from Swayfield Jubilee Committee was acceptable and if agreed by the PC can be paid. Cllr Geeson asked who is responsible for the repairs to two seats in the village with the SKDC logo. The Clerk will investigate. Cllr Geeson advised, having studied the Glasdon Gateways catalogue for Speed Gateways at the entrance of the village, they appear prohibitively expensive at the time and recommended no further action. Cllr Geeson asked if there had been any developments regarding the tall, overgrown hedge on the High St. The Clerk confirmed the matter had been reported to Highways, the Clerk will contact Highways for an update on the matter.

6.1 County and District Councillors’ Reports. LCC Cllr Vernon provided a report, County Council Wide Matters

Cost Of Living There is help available for residents struggling with the cost of living from the council and other organisations. LCC have a large section on their website with some useful links including how to apply for Free school Meals, Financial support for carers, help with childcare costs, the household support fund and the HAF (Holidays Activities and Food Programme). There is also information about the emotional support available through local organisations and SKDC have more information too.

Fixmystreet – Please do continue to report concerns regarding potholes, or damage to the roads via this website. New app coming very soon which I hope to be able to tell you more about at the next meeting!

6.2 Recreation ground. (Wildflower Meadow) Cllr Geeson is liaising with Amanda Jenkins re cutting the Wildflower Meadow, Cllr Geeson advised the PC this may incur a small cost. PC agreed for Amanda Jenkins to oversee this area in the future & she will liaise with Cllr Geeson.

6.3 Phone kiosk. Cllr Geeson confirmed the Phone Kiosk was clean and tidy.

6.4 Highways. Cllr Green advised, there is still some remedial work taking place regarding the overhead cable work in the area which should be complete within the next 3 to 4 weeks, at which point the contractors will remove all the related signage in the area. Two other areas of concern on Corby Rd have been reported to Highways & are currently cordoned off.

6.5 Defibrillator. Cllr Holden advised the Defibrillator is in full working order.

7.0 Financial Matters

7.1 Financial report: position at bank. The Clerk presented the financial position to date which was accepted unanimously.

7.2 Cheques to be signed: None

8.0 Village Newsletter- The final wording for a Swayfield Newsletter was Proposed by Cllr Holden and sec by Cllr Green.

The Clerk will print the Newsletter in readiness for delivery.

9.0 Planning applications – Application received after publication of Agenda. S22/1785. 61 Corby Road Swayfield. Erection of single-story rear extension. (No Action by PC).

10.0 Correspondence – The Clerk confirmed receipt of two Freedom of Information requests from a parishioner, the Clerk has responded accordingly.

11.0 King Charles Coronation preparations. The Councillors discussed the possibility of re-painting the Village Beacon before the Coronation of King Charles the Third. It was proposed by Cllr Geeson, due to the cost, re-painting of the Beacon should take place after the Coronation, this was seconded by Cllr Holden and agreed unanimously.  

12. Items of urgency for discussion: The Clerk advised the Parish Council, because of comments made by a parishioner during the Public Forum during the 12th of July meeting regarding Planning Applications, the Clerk has taken advice from the regulatory body LALC, who confirmed the process the Parish Council should follow.

All Planning Applications will be individually listed on the Agenda and recorded in the Minutes following the Parish Council meeting with a comment of any action taken.

The Clerk also advised that as well as keeping Parish policies on file on computer, it is best practice to list all the Parish Councils Policies on the Parish Council website. The Clerk will update the website accordingly.
