Draft Minutes of Swayfield PC Extraordinary Meeting 8th November 2022 7.30pm

 

  1. Apologies for Absence. None
  1.   To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  1.   Appointment of a new parish councillor. Mrs Wendy Peat expressed her interest to the Returning Officer regarding the Parish Councillor vacancy. As no others expressed an interest, the Chairman confirmed the appointment of Mrs Peat. Cllr Holden will forward the relevant documentation to Mrs Peat for completion, these will then be sent on to SKDC Elections for their records.
  1.  Resignation of a parish councillor. The Chairman confirmed he has received a letter of resignation from Cllr Roberts. Cllr Roberts last day in office will be the 30th of November 2022. Cllr Metcalfe confirmed another resident has expressed an interest in filling the vacancy created by Cllr Roberts resignation which will be advertised at the end of November.
  1.  AOB Cllr Holden raised the issue of the correspondence address for the Bank. Currently, correspondence is sent to the Parish Clerk who stepped down at the end of October. To save further duplication and delay, Mr Hatch is happy to forward any banking correspondence to the Chairman until such time as a new Clerk is appointed. This was proposed by Cllr Holden and seconded by Cllr Geeson.

Precept. Cllr Metcalfe advised he had received the documentation to set the 2023-24 Precept, which most be returned by the of 20th of January 2023. The next regular meeting of the PC will take place in February 2023; therefore, the Precept must be set at this meeting. After discussion, the Precept was set at £2700 with a possible further increase to the normal level of £3200 in the following tax year.

Cllr Metcalfe proposed he offer his services as the Proper Officer, to complete and return the documents to SKDC. Cllr Holden seconded this.
