Draft Minutes of Swayfield PC Extraordinary Meeting 13th October 2022 7.30pm

  1.   Apologies for Absence Mr Hatch (Parish Clerk), Cllr Roberts & Cllr Johnson were not in attendance.
  1.   To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  1.   Election of a Chair and Vice Chair Cllr Metcalfe offered his services as Chair of the remainder of the Councils year. This was proposed by Cllr Holden and seconded by Cllr Green. Cllr Holden offered his services as Vice Chair, this was proposed by Cllr Green and seconded by Cllr Geeson.
  1.  Appointment of a new clerk to the parish council, Cllr Metcalfe advised, the main reason for the EGM was due to him receiving the resignation of the existing Parish Clerk. He also advised; the Clerk had provided a draft vacancy notice for consideration. After discussion, an amended version of the vacancy notice was agreed together with a closing date for applications. Cllr’s Green, Holden and Geeson agreed to form the interview panel. This was then proposed by Cllr Holden and seconded by Cllr Geeson. LCC Cllr Vernon suggested the vacancy notice could be sent for publication in the LCC Newsletter, also at local Job Centres, she will contact the Clerk and provide contact details.
  1.   To revise the date of the next parish council meeting. Cllr Metcalfe suggested the next PC meeting should take place on the 14th of February 2023 this being the fourth meeting of the year. The later date providing time to recruit a new Parish Clerk. This was proposed by Cllr Geeson and seconded by Cllr Holden.
  1.   Purchase of a mobile phone. To be used by the Parish Clerk solely for Parish Council business. After discussion, it was agreed that a mobile phone is purchased on a sim only contract with an initial maximum set up cost of £350. This was proposed by Cllr Green and seconded by Cllr Geeson. Cllr Metcalfe to investigate the purchase options.

Date of the next regular meeting. 14th of February 2023 @ 7.30pm in the Village Hall.
